UAE E-Invoicing ASPs: Pricing Models and QuickBooks, Xero and Zoho Books Integration

Ask three UAE accounting packages how they handle e-invoicing and you get three different answers. Zoho Books is itself an Accredited Service Provider. Xero sends UAE e-invoices through a partner ASP and includes that in its plans. QuickBooks Online has no native support, so you add an ASP that connects to it. Which of those your software is decides most of what you pay, and most of the work that stays on your side.

This article covers how ASPs charge, what each of the three products offers today, and the dates that apply. The integration work behind the connection is in our ASP deadline and integration checklist, so we won't repeat it here. Every price below was checked on 12 October 2026 on the vendor's own page and excludes VAT.

The dates, from the Ministry of Finance

Ministerial Decision No. 244 of 2025 set the phases. On 10 May 2026 the Ministry moved one date: the large-business group now has until 30 October 2026 to appoint an ASP, instead of 31 July. Its go-live stayed at 1 January 2027. The Ministry's programme presentation calls the change "a targeted and final adjustment" and says no further extensions will be granted.

WhoAppoint an ASP byImplement by
Revenue of AED 50 million or more30 October 20261 January 2027
Revenue below AED 50 million31 March 20271 July 2027
Government entities31 March 20271 October 2027

Voluntary adoption has been open since 1 July 2026. The appointment itself happens in EmaraTax, the FTA portal, where you select your ASP. Both Xero and Zoho describe that step in their setup instructions. That gives 30 October a concrete test: is the ASP selected in EmaraTax or not?

How ASPs charge

The Ministry does not set ASP prices. Its guide to selecting an ASP names "subscription, per transaction, etc." as the models to expect and tells buyers to ask about hidden fees. The same programme presentation says the May extension was partly a response to businesses asking for more choice and "more competitive pricing".

One rule is fixed by law. Ministerial Decision No. 168 of 2026, in force from 1 October 2026, replaced the earlier accreditation decision (No. 64 of 2025) and kept its requirement that every ASP provide 100 free e-invoice exchange and reporting services a year to each end user, counted from the date the agreement is signed. For a firm issuing a few thousand invoices a year that is a rounding error. For a small trader with 80 B2B invoices a year it may cover the exchange entirely. The Ministry's guide recommends making sure the clause is in your contract.

The Ministry's register, last updated 12 October 2026, lists 65 accredited providers and 5 more in final assessment. It gives names, accreditation numbers and contacts. It gives no prices. Of the providers we checked, the published pricing falls into four shapes:

ModelExample (checked 12 October 2026)What to ask
Transaction packs on top of the accounting planZoho Books: first 100 transactions free on Professional and higher plans, then one-time packs from AED 41 per 100 up to AED 20,000 per 100,000Do received invoices and credit notes use up transactions?
Included in the accounting subscriptionXero: "no additional cost" on Starter, Standard and Premium plansWhat the partner ASP's terms say, and where the data is stored
Annual subscription by volume slab, plus onboardingFynamics: from AED 4,500 a year, slab-based on invoice volume, with a one-time onboarding fee whose amount is not publishedThe slab for your volume, the onboarding amount, the year-two price
Quote onlyTax Star, Casim and most of the other provider sites we openedSend every provider the same inputs (list at the end)

Zoho's list prices make the per-unit cost easy to work out. The 1,000 pack at AED 330 is AED 0.33 per transaction. The 100,000 pack at AED 20,000 is AED 0.20. The packs are non-recurring, so you buy again when they run out.

Zoho Books: the software is the ASP

Zoho Software Trading LLC is on the Ministry's register with accreditation number 121988. According to Zoho's UAE e-invoicing page, Books creates invoices in PINT AE, sends them over Peppol, and fetches your vendors' e-invoices into Books.

The setup guide is short. Taxes must be enabled in the organisation and your TRN entered. You confirm business name, TIN, TRN, address and your EmaraTax email in Books, then log in to EmaraTax and select Zoho Software Trading LLC as your ASP, then return to Books to verify. Users need the "Push Transactions" permission on their role to send.

Two details matter in practice. Received vendor invoices land as bills in Draft status, so someone in accounts payable has to review each one before it is final. And the 100 free transactions apply to Professional and higher plans, so check what your plan includes before you count on them.

Xero: included, with Casim as the ASP

Xero's UAE page says UAE e-invoicing is available "at no additional cost" for clients on Starter, Standard or Premium plans. Setup happens in Invoici, which Xero calls its global e-invoicing platform, using your existing Xero login. You connect the organisation, then select Casim in EmaraTax as your ASP. After that, Xero says you can send and receive e-invoices through Xero.

Xero is not on the register itself. Casim L.L.C-FZ is, with accreditation number 178533. So with Xero your ASP is a company you reach through your accounting vendor rather than one you picked from the list. On paper it is the cheapest of the three routes. Before relying on it, read Casim's end-user terms and ask the questions the Ministry's guide suggests: where the e-invoicing data is stored, what the support response times are, and whether uptime is covered by an SLA.

QuickBooks Online: bring your own ASP

Intuit's UAE QuickBooks site does not mention e-invoicing. In December 2025, a reply from the QuickBooks Team on Intuit's community forum said QuickBooks Online "doesn't directly support e-invoicing for the UAE" and that there were no updates on plans to integrate with Peppol or ASPs in 2026. It pointed users to third-party apps. We found no later statement from Intuit as of 12 October 2026.

So the route is an accredited ASP that connects to QuickBooks. Two on the register say they do:

  • Tax Star says it receives invoice data from QuickBooks, checks required fields, maps the data to PINT AE and tracks accepted, rejected and pending invoices. It also describes itself as "the only UAE e-invoicing ASP listed on the QuickBooks App Store". We could not load the listing to confirm that. Pricing is on request.
  • Casim lists QuickBooks among its connectors, alongside SAP, Oracle, Zoho Books and Xero. No published prices.

Your accounting system does not have to produce the XML. In the Ministry's five-corner model, the supplier's ASP validates the data it receives and converts it into the UAE standard format if it arrived in another one. What QuickBooks users do have to supply is complete data. Tax Star's own page says it flags missing buyer details and TRNs before sending, which tells you where rejections will come from. Also ask how supplier invoices you receive get back into QuickBooks: as bills, or only as files in the ASP's portal.

TallyPrime

Tally's UAE e-invoicing page says Tally is now authorised by the Ministry of Finance as an ASP, that TallyPrime generates PINT AE XML natively, and that single or batch invoices go out across the Peppol five-corner model. Onboarding runs through EmaraTax, where you select Tally Software Solutions FZCO as your ASP. Existing customers are told to download the latest release and contact their Tally partner to enable it.

In practice the work with Tally is usually less about the connection and more about the data. Ledgers and stock items set up years ago tend to carry VAT categories and party details that the PINT AE validation will reject.

Odoo

Odoo S.A. is not on the register. In the open-source Odoo code (odoo/odoo, branch 19.0, checked 11 October 2026) the UAE localisation is l10n_ae plus l10n_ae_pos, with no e-invoicing module, and the UAE localisation documentation doesn't mention PINT AE or ASPs. The Odoo Apps store does list third-party UAE e-invoicing modules from several vendors.

If you go that way, ask the module vendor one plain question: are you an accredited ASP, or do you only produce the XML and hand it to one? Also ask what happens at your next Odoo version upgrade, because a third-party module that lags behind the upgrade can leave you unable to send invoices.

What stays with you whichever software you use

  • Master data. Customer TRNs, addresses and the VAT treatment of each line have to be right before the first send. The Ministry publishes the mandatory field list; go through it against your customer and item records.
  • Invoices issued outside the accounting package. A billing app, a portal checkout or credit notes made in a spreadsheet all need a route to the ASP too. Our integration checklist covers that inventory.
  • The receiving side. In the five-corner model your suppliers' invoices arrive through your own ASP. Someone has to review and post them.
  • The EmaraTax step. Your software vendor cannot select the ASP for you. Whoever holds the EmaraTax login has to do it before the deadline.

A quote request that compares like with like

Send every provider the same facts so the quotes line up:

  • invoices and credit notes issued per year, and invoices received per year;
  • number of TRNs or legal entities on the account;
  • your accounting software and version, plus any other system that issues invoices;
  • year-one and year-two cost shown separately, with any onboarding fee as its own line;
  • confirmation that the 100 free services a year are in the contract;
  • where the data is stored, support response times and the uptime SLA.

Not sure which dates apply to you? Our free UAE e-invoicing readiness check takes six questions and gives your two deadlines, the days left and what to do first. Nothing you enter leaves your browser.

Frequently asked questions

How much does a UAE e-invoicing ASP cost?

There is no official tariff. Each provider sets its own price. As checked on 12 October 2026, Zoho Books sells packs from AED 41 per 100 transactions, Xero includes e-invoicing in its plans, and Fynamics starts at AED 4,500 a year plus onboarding. Most others quote on request. By law every ASP gives 100 free exchanges a year.

Does QuickBooks support UAE e-invoicing?

Not natively. A QuickBooks Team reply in December 2025 said QuickBooks Online does not directly support UAE e-invoicing, and Intuit has published nothing newer that we found. You need an accredited ASP with a QuickBooks connector. Tax Star and Casim, both on the Ministry's register, say they offer one.

Are Zoho Books and Xero accredited service providers?

Zoho is. Zoho Software Trading LLC appears on the Ministry of Finance register with accreditation number 121988. Xero is not on the register. It uses Casim, an accredited provider, and includes UAE e-invoicing at no additional cost on its Starter, Standard and Premium plans.

What is the ASP appointment deadline in the UAE?

Businesses with revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and implement by 1 January 2027. Businesses below that appoint by 31 March 2027 and go live on 1 July 2027. Government entities appoint by 31 March 2027 and go live on 1 October 2027.
